I-Définition
Le BESC est un document permettant de suivre les expéditions des marchandises en provenance ou à destination de certains pays Africains en particulier le Cameroun à Douala. Il couvre les besoins statistiques, de valeur, d’identification, de contrôle des coûts de transports, de sûreté et de la traçabilité du commerce et du trafic des marchandises en provenance ou à destination de la République du Cameroun.
II-Le processus d’enregistrement des marchandises
Avant toute expédition vers certains pays africains, les exportateurs doivent remplir un bordereau spécial qui renseigne toutes les informations liées à la cargaison au port de destination : détail d’embarquement, description des marchandises, incoterm, terminal de déchargement, etc…
C’est un document électronique qui contient un certain nombre d’informations obligatoires :
- Le nom du navire et de l’armateur ;
- La désignation de la marchandise ;
- Le pays d’origine et le pays de destination de la marchandise ;
- Le port d’embarquement et de débarquement ;
- Le nom et l’adresse de l’expéditeur et du destinataire ;
- Le volume/poids de la marchandise ;
- Les unités payantes ;
- Le coût du transport.
Suite à la validation du bordereau, les exportateurs reçoivent un numéro de certificat (ECTN, BESC… selon le pays) qu’ils peuvent transmettre à l’armateur. Ils reçoivent en retour un numéro de connaissement, un B/L, qui permettra au destinataire de la marchandise de prendre livraison de la cargaison au port de destination.
III-Base légal à Douala au Cameroun
Statut juridique : Le BESC a été institué par l’arrêté du Ministre des Transports n° 00557/MINT du 11 Juillet 2006 tel que modifié et complété par l’arrêté n° 000289/MINT du 25 Mars 2007 et géré par leConseil National des Chargeurs du Cameroun (CNCC). Il sert à faire le tracking de la marchandise tout au long de leur voyage en mer et permet de collecter les statistiques fiables sur le commerce extérieur du Cameroun.
